FORENSIC CENTER OF SERBIA
National forensic center (NFC) operates within the Criminal Police Directorate, Police Directorate, Ministry of Internal Affairs of the Republic of Serbia. The organizational structure NFC has Department expertise includes the following departments: Department laboratory for physico-chemical and toxicological expertise, the Department of the Laboratory of expertise, the Department for registration and identification of persons and unidentified corpses through AFIS / FIS and photo robot, and the Group for complex analysis of an audio recording.
In addition to the said Departments to provide expertise, in NFC act and the Department for DNA analysis and management of databases of DNA profiles, the Department of forensic and biological expertise, the Group for photo and video equipment, as well as two Department of NFC, which act as regional centers in Nis and Novi Sad.
NFC perform the CSI jobs, quality control operations, training, promoting and coordinating the work of forensic science.
According to the professional line, NFC is also responsible for the department of forensic science for the Police Department City of Belgrade, and the Departments of Crime scene and anti-diversion techniques by Police Departments seats in Serbia.
Within NFC are more laboratories equipped with modern appliances and devices with which it performs a large number of DNA, forensic, biological, toxicological, ballistic forensic analysis and expert testimony, and expert fire, explosions and accidents, the documents and handwriting, voice and audio.
Late 19th and early 20th century in the better organized countries are creating specialized institutions dealing with matters of forensic science. In the beginning, in some European countries determined only by registration offices capitol city police departments that are gradually transformed into big science - legal institutions in which laboratories were made forensic expertise. While large countries have not had well-regulated institutions to identify and record crime offenders, in Serbia, in Belgrade, the Ministry of Internal Affairs 1904th Was established anthropometric - Police Department. In 1911 was established a dactiloscopy registration of crime offenders by Vučetić system and began the criminal investigation - the technical expertise. After World War anthropometric department in Belgrade have been reconstructed in the Technical Police.
During World War firs, after the entry of foreign military forces in Serbia, there was a need to investigate the mass crimes committed by members of the Austro-Hungarian and Bulgarian army against the civilian population. Bearing in mind that the Ministry of Internal Affairs of Serbia had no conditions for independent research and documentation of these crimes, were invited Dr. Rudolph Archibald Reiss coming to Serbia 1914th Year. Dr.Rudolph Archibald Reiss је was founded in Lausanne Institute of Technical Police and Criminal Justice, and he is the founder of the Technical Police in Belgrade, organized by the example of similar institutions in the world.
Between the world war period in Serbia, in addition to Reiss, were prominent the Russian immigrants Tregubov Sergey and Alexander Andonovic. Tregubov in Yugoslavia for years worked as a crime - a technical expert in the Technical Police, while for his life in Russia has founded several scientific - technical laboratory for judicial expertise. Alexander Andonovic was chief of Technical police and Co-author with Tregubovim first professional book on the crime scene in our literature, published in the 1935th Under the title, The criminal techniques.
After World War Technical Police was renamed the Bureau of forensic science, and shortly thereafter became the Criminal - technical center.
On the basis of forensic science, set by Dr. Archibald Reiss and his associates at the Ministry of Internal Affairs of the Republic of Serbia, today is a National Forensic center , which under the auspices of the Criminal Police essentially represents a reference institution in the country for the work of forensic science.
In the world today there are various associations in the field of forensic science. One of the major associations of this kind is ENFSI (European Network of Forensic Science Institutes). Since April of 2009 , our NFC is a full member in the ENFSI.
